Camden Climate Action Plan – Consultation OpenFollowing our fantastic <a href="https://www.camden.gov.uk/climate-crisis">Citizens’ Assembly</a> on the Climate Crisis last year, Camden has recently published its new 5-year Climate Action plan for consultation. What does the Country need to do to reduce CO2 emissions and how can Camden help?

Read the info below to learn about national work to address the climate crisis and scroll down to tell the Assembly what more needs to happen! <li>The Climate Change Act 2008 binds the UK to an 80% CO2 reduction by 2050 (relative to 1990 baseline). In June 2019, Government improved on this by agreeing to target a net zero carbon UK by 2050.</li> <li>UK CO2 reductions to date have been achieved mostly through the power sector with almost a third of UK electricity now generated from renewable sources, such as wind and solar rather than coal and gas.</li> <li>The Government&#39;s advisors, <a href="https://www.theccc.org.uk/publication/net-zero-the-uks-contribution-to-stopping-global-warming/">the Committee on Climate Change</a> , now consider that the UK can and should be zero carbon by 2050. The report into <a href="https://www.theccc.org.uk/wp-content/uploads/2019/05/CCC-Net-Zero-Infographic.pdf">zero carbon</a> concludes that we need more heat networks, low emission vehicles and more renewable energy. </li> <li>The recommendations also argue that emissions from aviation and shipping should be included in the national carbon budgets.</li> <li>While Camden’s emissions are a small part of this global picture, local actions do have a global consequences as impacts from flying, shopping and eating habits are felt across the world.</li><img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1559314610/projects/camdenclimateassembly/piechart.png" /> <li>Progress will require behaviour change including reduced meat consumption, less flying, less food waste and more awareness about the carbon footprint of the products and services that we buy.</li> <li>Land use has a major impact on our environment. Balanced re-forestation and <a href="https://www.rewildingbritain.org.uk/assets/uploads/Rewilding%20and%20Climate%20Breakdown%20-%20a%20report%20by%20Rewilding%20Britain.pdf">rewilding </a> of agricultural land could help address the climate crisis without compromising food security.</li> <li>Many of the changes required to cut CO2 emissions require bold policy decisions from national Government. Read the info below to learn how homes contribute to the climate crisis and scroll down to tell the Assembly how they could change!<li>There are over 100,000 homes in Camden which account for a quarter of our CO2 emissions. </li> <li>Gas consumption for heating and hot water is the main source of household CO2 emissions, producing almost twice as many emissions as electricity use in the average Camden home.</li> <li>CO2 emissions from household electricity use have fallen significantly in Camden since 2005 because less coal and more renewable energy is powering the national electricity supply to our homes.</li> <li>As more renewable sources of electricity are connected to the national grid, the emissions from gas heating and hot water will increase as a proportion of CO2 emissions in Camden homes. </li> <li>Reducing the need for heating through insulation, and switching from gas boilers to renewable systems like solar water heating would be the most effective way of reducing CO2 emissions in the home.</li> <li>Retrofitting homes to be more energy efficient in Camden is difficult because of the age of the housing stock. Over half of Camden has Conservation Area status which makes some changes, like external wall insulation, difficult to implement within planning rules.</li> <li>Household lifestyle decisions can also make a big difference to CO2 emissions. Walking or cycling instead of using a car will reduce transport related emissions and improve local air quality. Businesses, homes and schools make up Camden's neighbourhoods. How could they collectively reduce CO2 emissions?

Read the info below to learn how neighbourhoods contribute to the climate crisis and scroll down to tell the Assembly how they could change!<li>In our neighbourhoods, the sources of CO2 emissions extend from homes to include buildings such as businesses, institutions and schools. Around two-thirds of CO2 emissions in Camden come from this &quot;non-domestic&quot; sector - the 3rd highest proportion in London.</li> <li>Buildings are the main source of CO2 emissions at a neighbourhood level. Older buildings have high heating requirements. Newer buildings such as office blocks, tend to use more electricity for air conditioning, computing and lighting etc.</li> <li>The <a href="http://www.camdencca.org/">Camden Climate Change Alliance</a> works with businesses, schools and institutions to help them reduce CO2 emissions. Groups such as <a href="https://powerupnorthlondon.org/">Power-up North London</a> develop renewable energy projects with community buildings to help reduce their CO2 emissions.</li> <li>Financing CO2 reduction is a major obstacle with an additional £380million of investment required to get us towards halving CO2 emissions in Camden from 2005 levels.</li> <li>Low energy lighting, insulation for older buildings, renewable energy systems, community energy projects and zero carbon new development can all help reduce CO2 emissions at a neighbourhood level.</li> <li>Road transport accounts for approximately 10% of the CO2 emissions in the Borough, much less than buildings. How can the Council reduce its own contribution and support the whole Borough to reduce CO2 emissions?

Read the info below to learn how the Council contributes to the climate crisis and scroll down to tell the Assembly how it could change!<li>Council buildings such as libraries and offices, its vehicle fleet and 30,000 Council homes contribute 15% of total CO2 emissions in Camden.</li> <li>Since 2010, CO2 emissions from the Council&#39;s non-housing estate and operations have <a href="https://www.camden.gov.uk/carbon-reduction-programme">reduced by 34%</a> because of energy efficiency investment and building disposals.</li> <li>Many Council homes are flats on communally heated housing estates. Communal heating provides an opportunity to lower the CO2 emissions of multiple homes in one go, for example by replacing a centralised gas boiler with a low carbon heating source. The Council has already taken this approach in <a href="https://www.vitalenergi.co.uk/casestudies/somers-town-decentralised-energy-network/">Somers Town</a> and <a href="http://www.renewableenergyfocus.com/view/42570/gospel-oak-a-district-heating-success-story/">Gospel Oak</a> , where over 2,000 communally heated homes are now connected to lower carbon heating sources.</li> <li>The Council is also building new homes under our Community Investment Programme. These homes use less energy than older homes but do add to the Council&#39;s carbon footprint. <a href="http://www.architype.co.uk/blog/hawkinsbrown-and-architype-complete-first-phase-of-agar-grove-the-uks-largest-passivhaus-development-for-london-borough-of-camden/">Agar Grove</a> is a recent example of low carbon housing built by the Council.</li> <li>The Council also sets planning policy for Camden and uses this to limit CO2 emissions from new development. All new buildings in Camden are now required to be zero carbon. However, new buildings only represent a small fraction of CO2 emissions with the vast majority attributable to existing buildings. </li> <li>Over half of Camden has Conservation area status, which makes reducing emissions from older buildings more difficult.
